If that is the case then it's a problem for us non-committers who like
to contribute by creating and attaching patches to issues.  Without
permissions to set the Patch Available flag, our contributions are
likely to go unnoticed.

Yeah, it's not "fantastic" let's say... There should be really an option to search for issues with attachments, rather than relying on a "patched" flag in the issue itself...
