I'm still a Maven novice, but it sounds like this is a key point.
Maybe setting up our own repository for Cocoon would help a lot.

We do this. It is absolutely critical as our Configuration Management team needs to identify and control all the third party jars. With maven 1 they always use maven -o. If the build fails then we haven't told them about a dependency that is required.
