Just doing a "mvn clean" I get

Try downloading the file manually from the project website.

Then, install it using the command:
   mvn install:install-file -DgroupId=org.apache.cocoon
-DartifactId=cocoon-deployer-plugin \
       -Dversion=1.0.0-M2-SNAPSHOT -Dpackaging=maven-plugin
-Dfile=/path/to/file
