Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=org.apache.commons
-DartifactId=commons
-jci-core \
-Dversion=1.0-SNAPSHOT -Dpackaging=jar -Dfile=/path/to/file
Path to dependency:
1) org.apache.cocoon:cocoon-bootstrap:jar:1.0.0-M2-SNAPSHOT
2) org.apache.commons:commons-jci-core:jar:1.0-SNAPSHOT
