No, code donations should go through the incubator. But we as a PMC can

By sub project I mean a project hosted at cocoon.apache.org. Each block
is more or less a sub project.
This way of thinking will/should also be enforced by the new documentation
structure (http://cocoon.zones.apache.org/dev-docs/).
