Ok,
the right url is http://localhost:8888/samples/cocoon-portal-sample/ and
not /blocks/cocoon-portal-sample/
Then, just don't forget to get portlet-api.jar there
http://apache.multidist.com/portals/pluto/pluto-current-bundle.tar.gz,
then after untgz in shared/lib/portlet-api.jar
