Hmm, weird. Not sure what is wrong with Jenkins, but in my system I actually had to set MAVEN_OPTS="-Xmx256m -XX:PermSize=128m -XX:MaxPermSize=128m" to start it.sh and build successful. Maybe same prob for J but not sure since the NPE could be about anything.
