Cocoon-2.1 has been using a file called CREDITS.txt which also contains the
stuff that belongs in NOTICE.txt file. Some of it might be relevant for the
"src" package NOTICE file, while the rest belongs in the "deps" package NOTICE
file.
There is a new document which attempts to explain both NOTICE and LICENSE.
