I don't think we have a hard and fast rule, but I would personally go
through the incubator clearance process
(http://incubator.apache.org/ip-clearance/index.html) for a submission
of that size.  At the very least, we need to make sure that the
contributor understands the provisions of the CLA and can make the
contribution in compliance with them.
