I have re-generated all the *proper" component sites with m2 builds (i.e. all except jelly and attributes) with the Issue Tracking and Download pages generated by the commons-build-plugin. I have also re-generated all the sandbox component sites with the Issue Tracking page generated by commons-build-plugin. There are no links (yet) on the component sites to the new download pages - so I've included them below.
The Issue Tracking pages should only ever need to be re-generated if we decide to change the template (in commons-build-plugin) or for new components the first time.
