I assume you mean Lang for the 3.0 release. There's no strong theme yet - between each release Commons components tend to have a slumber period where bugs are fixed and things build up. Lang is in that period post the 2.4. Matt's been working on bits, I've done a bit, but the moment where the full list in 3.0 is looked at and a bunch either closed or moved over to 3.x hasn't happened yet.
Main ones are: * JDK 1.5+. What things in JDK 1.5 are worth having common utilities around. * 3.0, so removing deprecated code is possible. If we want to deprecate anything else then a 2.5 is feasible in which we quickly deprecate those things. Items in the .time package are a common one there, some of the stuff is a pain to maintain compared to telling people to use JODA Time. * LangTwo 1.0. This is for the big backwards incompatible bits. I deleted the first attempt after 2.4 was released because it was easy enough to repeat. IRC channel would be lovely. I've nudged for such in the past but not had a lot of interest.
