Changes for 2.2 should be done with respect to the 2.2 branch. However, we are in the process of releasing this version, so it is stabilizing. A new tag for release candidate 3 has been created a few hours ago by copying the state of the branch at that time to the new tag. Apart from this technical point, I apologize but I don't remember if you are already a commons committer. Only commons committers have write access to the repository. This write access is obtained after some time, see <http://www.apache.org/foundation/how-it-works.html> for more information on the process. Are you already a committer ? If not, you should simply post your changes in a Jira issue so current committers can review them and commit them to the code base.
