The Issue type setting for IMAGING JIRA (Default Issue Type Scheme) is different from the standard used elsewhere in Commons (Apache Default Issue Type Scheme). The IMAGING scheme includes items such as "Question" which we don't use and might (has?) lead people to believe that JIRA is appropriate for questions.
