We at the Apache Commons CSV project (
https://commons.apache.org/proper/commons-csv/) would like to distribute
the following two files in our project:

- http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv/contract.txt
- http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv/transaction.txt

As linked from the page
http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv.asp

We would attribute the source of the files to FERC like this:
https://svn.apache.org/repos/asf/commons/proper/csv/trunk/NOTICE.txt

Our project is licensed under the Apache 2.0 license:
https://www.apache.org/licenses/LICENSE-2.0

Do we need permission from FERC to distribute these file? If so, can we get
permission and how?
