I'd suggest a vote.  This way we have documentation that a decision
was made to move in this direction and we don't have to re-hash the
discussion every time someone wants to do an alpha release or break BC
between alpha releases.  We should probably vote before establishing
such "policy" changes.  This doesn't mean components *have* to do
alphas if they don't want, but we're merely establishing that it's an
acceptable practice within Commons to do so and more importantly to
establish the expectations when the situation arises.

If OK, I'm willing to draft up a proposal for such a VOTE, with text ready to be incorporated in the Versioning documentation once accepted.

Hopefully once we get our release process streamlined we can do these
releases much more frequently and get our cool code in our users'
hands quickly!
