Hello, the Sandbox module of VFS is and will not be built or released by Apache Commons, however I think we should nevertheless have an up-to-date NOTICE file for the artifacts.
So what I did is I created a seperate file and commited (r1650926) it. Once the PMC aproves, I will also add it to the POM. Currently it ships the parent ../NOTICE.txt which does not mention any of the sandbox restrictions.
