The rule we work to in Tomcat is that you can delete a tag as long as
you haven't published any artefacts anywhere using the asasociated
version number.

The reasoning is that you don't want people to be able to have artefacts
with the same name and version but that are in fact different.

In this case the tag was created and then deleted 10 minutes later with
no sign of anything being uploaded anywhere so I'd say this was fine.
