I'll prepare RC2 in order to fix the following minor glitches:
* Name of the component "Commons Rng" -> "Apache Commons RNG".
Reported by Gary Gregory.
* Add (Github) the 2 files "README.md" and "CONTRIBUTING.md"
to the distribution files (source and binaries).
Reported by Stian Soiland-Reyes.
