Done. Also changed to UTF-8 in git/svn for beanutils, lang, cli and codec.
To keep it consistent I also added to their pom.xml the property <commons.encoding>utf-8</commons.encoding> and an equivalent src/site/resources/.htaccess -- thus their sites/javadoc will also be in UTF-8.
