There's an issue with https://commons.apache.org/dbcp/, at least when viewed from the UK - it has not been updated to 2.8.0. I've reported this as INFRA-20898
There's also an issue with the new page, e.g. http://commons.us.apache.org/proper/commons-dbcp/download_dbcp.cgi The hash links for 2.4.0 and earlier are all broken.
