I would clarify the project goals, this could be better: "Commons RDF is a set of interfaces for the RDF 1.1 concepts that can be used to expose common RDF-1.1 concepts using common Java interfaces."
Maybe something like:"Commons RDF is a set of interfaces and classes for RDF 1.1 concepts and behaviors. The API module defines interfaces and base classes. The simple implementation module provides..." I think it would be good to note that the discussion is still ongoing as to whether CommonsRDF will be a TLP or Commons component. It's not clear to me that this has been decide 100% ATM. I know that this could change in the future but I would make a note of it. "A number of bootstrapping issues have been addressed" Can these be _succinctly_ summarized? This would help show the board what kind of issues and being resolved in a little bit more details.
