Apache Community Development project[1] intended to "help newcomers to
The Apache Software Foundation take their first steps on their way to
being a part of our community."

I gather you might be a newcomer, so, welcome.

Now, regarding the Apache Commons Validator component... you would use
the mailing lists at Apache Commons to learn about it[2].  In general
here, to ask questions about *using* software, you'll look for the
user@ (e.g. u...@commons.apache.org) and to begin actually
contributing to the software, you'll use the dev@ (e.g.
d...@commons.apache.org) address.
