I allowed my self to bring the thread here from the ASF members list: I read the whole thread and the idea is very nice, I have actually nothing to add but one thing, why to make it in a separate service which developers need to take separately, why not to develop a JIRA plugin using which an additional entry field can be displayed when creating a new JIRA task/bug and the content of this field can be used to a create a tweet.
