Because of the expectation in Apache released software (cited by Greg and other Directors on several occasions) that downstream users won't have LGPL software magically pulled in to the Apache released product. Hosting the plugin code at Extras (which includes LGPL Maven2 compilation dependencies) allows a home for code that would otherwise live inside of a private SVN repo and thus be immensely more difficult to share.
