I think this list is the correct place, or you could try JIRA COMDEV. It's possible to delete a release: "Need to remove a release? Enter the version of the release and 1970-01-01 as the date then!" So a work-round would be delete the entry and add the prefix LANG- to the version. I see this has been done for many components, but not all. Also the capitalisation is inconsistent.
