Along with the other excellent advice on this thread, you should read up on the InnerSource movement. That's a work in progress about documenting the productive ways to introduce good FOSS and Apache ways of working into a corporate environment.
There are a lot of companies trying to do exactly what you're trying to do, and some smart people (including Apache folks) are trying to codify the "InnerSource Way".
