Ironbee is just such a WAF. More than that, it was created by the same folks
who originally gave us mod_security, building on that experience.
Anyone contemplating working on this task should probably start with the (not
inconsiderable) task of familiarising with Ironbee. Having worked on Ironbee a
few years back, I'm open to being pinged if I fail to notice posts on the
subject to the dev@ list.
