Note that only a few TLPs publish their DOAPs at the URL
http://{tlp}.apache.org/doap.rdf.
The file name and location can vary, and may be in SVN or Git only.
In any case, that URL would only work for TLPs with a single project.
The canonical list of DOAPs is in:
https://svn.apache.org/repos/asf/comdev/projects.apache.org/data/projects.xml
