What you are asking for on face value seems like quite a deviation from
what we do at the foundation.  We're here to support the 350+ projects
under our umbrella (see http://projects.apache.org)

It's also a bit of a problem that you are GPLv2 licensed on your project.
Are you the sole owner of the code?  Have you looked at and considered the
ASLv2 license?

Are you asking for advice on how to take your project into the ASF?  If so,
I would encourage you to look at https://incubator.apache.org/  The license
will be a particular concern for that BTW.

Also, at the ASF, we have a saying about Communities over Code.  We accept
communities more so than projects.  Do you need advice on how to help buid
a community?
