This is because there is a problem with the index:
http://mail-archives.apache.org/mod_mbox/
Not sure why, but trafficcontrol is only shown under
trafficcontrol.incubator.apache.org.
The reporter code uses the index to determine which mailing lists exist, so it
does not find any data for the trafficcontrol TLP.
