What I'm trying to say:

If let's say Apache Wicket will give one of it's best idea+ 2 mentors
to "the ASF" project
It will not able to have same idea as "separate" project

Sine we have Apache INFRA and some Incubator projects willing to
participate as "the ASF" projects, let's add the ASF back :)
