Yeah. I understand that, My question here is - do you propose to make it "mandatory" for PMC or a "suggestion" PMC could do if they want ? Do you want to make it part of the "responsibility" of PMC that they MUST do? I think there is a big difference between a) "PMC MIGHT choose to encourage contributors to sign ICLA", vs. b) "They MUST do it" Do you propose a) or b).
