Just to summarize the current state for anyone who would like to participate.

1) We continue to have a discussion in legal-discuss about the way we
could do it and it seems that it is doable.
2) If anyone else wants to submit their project - GSoD confirmed that
we can make one submission per ASF project (so we are not limited to
one Technical Writer for the whole ASF) - that will have us and Dinesh
happy - but also others might participate.
3) We have 9 more days for submissions - so if anyone wants to submit
a project, this is now rather likely it might be possible, so start
thinking and preparing your submission now :).
4) We have two ways how to approach (after discussion with Greg Stein
from infra and some responses from GSoD):

* From Greg: We should be able to handle mechanics by Infra if needed
* From GSoD: It seems that we could do it all without actually going
through ASF accounts - we could open an open-collective account. And
the funds could go through Open Source Collective
  https://developers.google.com/season-of-docs/docs/org-payments

The option with Open Collective seems to be much more straightforward
(especially that we have Roberto on board :) .
We have discussion at legal-discuss to confirm it:
https://lists.apache.org/thread/f386obw4gvdcr1r3myzh58ysr5l9tmpo

Once I get confirmation, I will establish the mechanics of it and let
everyone know.
