Only PMC members are allowed to modify the file.
This is normally done via the Whimsy PMC roster page, as that ensures the
correct syntax is used and adjusts any related LDAP groups.
A summary of the contents of the CI file can also be found here:

Although Glynn Bird was voted to be invited to join the PMC in Sep 2020, it
looks as though the PMC forgot to update the roster until March 2023.
