It looks like Apache Kibble is somehow needing reconfiguration to look at
GitHub not Subversion for its stats, but nobody seems to really know how to
do that?  I think the issue happened on our migration from Subversion to
GitHub (before the migration from Jira to GitHub issues).  But maybe the
Jira -> GitHub issues migration made things even worse?

We can always fallback to workarounds to compute stats for our quarterly
reports, but it'd be nice if we could fix/trust reporter.apache.org!  Is it
only Lucene project affected by this?
