+1 I've been actively contributing to Apache CloudStack for over a year now, and I’m also based in Florianópolis (Santa Catarina, Brazil).
Florianópolis is home to a strong ecosystem of startups and tech companies, so much that it's locally known as Brazil’s "Silicon Island". It also hosts prestigious universities, such as the Universidade Federal de Santa Catarina (UFSC), which is considered one of the best in Brazil and Latin America. I believe that establishing an ACL here would be a great opportunity to promote The Apache Way locally. I would be more than happy to help organize the event.
