I don't have access to the machine, I don't know how I can concretely help
but I see that content commit is centralized in 
https://github.com/apache/comdev-projects/blob/trunk/scripts/cronjobs/svnadd.sh 
, it should clearly help change the source control system

on authentication, on one of my personal projects, I do some commits from a 
script on a server with GitHub using a GH token that is stored in ~ 
/.gitcredentials
nothing that seems very complex: I just can't tell how my manual machin config 
case would fit in projects case with some part in Puppet and perhaps some other 
on the machine, I don't really know how that's done in svn

what I know is that Git PR would be so useful to continue team working, instead 
of direct svn commit with email discussions on -1...
that's why I'm begging for update, no idea how to act myself
