Summary: Generate JSON should not join multiple categories and
languages

The JSON files that are generated from DOAPs don't handle elements with
multiple values well.
For example, there can be multiple category values in a DOAP, but the generated
JSON contains a single value by joining the values together.
This makes it harder to use (the value must be parsed), and could potentially
be ambiguous.
