I've added a top-level project settings guide that is platform agnostic. There
is also now a stub for BlackBerry-specific guide w.r.t. the project settings.
The BlackBerry guide should be fairly simple, as it should mostly link to the
BlackBerry WebWorks config.xml documentation (unless there are other elements
that we support in cordova over and above what WebWorks supports).
