This is not a bug as WP7 has not explicitly documented which preferences it
supports.
http://docs.phonegap.com/en/2.3.0/guide_project-settings_index.md.html#Project%20Settings
shows no support for Windows Phone at this time.
Please keep tabs on CB-1365 for work on documenting support for config.xml.
