Update from my IRC #asfinfra chat: Apache has a strong stance that the domain must be project.apache.org [1]. Custom domains can be used but must redirect to the original domain and cannot mask the original domain. Also, custom domains cannot contain the word "apache".
There are precedents where domains have been donated to Apache. Unfortunately, they were not able to provide any specifics. I did find an example where Oracle donated OpenOffice.org to Apache [2]. However, the infrastructure guys emphasized that OpenOffice is a special case and has been an example to a number of rules. So, as it stands, I'm where I was before. My main outstanding question is: Can I donate cordova.io to Apache. If so, how?
