Looks good, one small thing.
I understand that this is a tooling release and not a platform release so 
people don't need to update there platforms, but some people might still be on 
3.0 and might think that a npm install is enough.
People coming from 3.0 should also call cordova platform upgrade <platform>, 
correct me if I'm wrong, but that is not stated in this blog post.
It was in the last blog post for Cordova 3.1, but it might be a bit confusing 
for people.. thoughts?

So in short, should we let people know that if they are on 3.0 extra steps are 
required? And if they are on 3.1 npm install Cordova is enough?
