Yes. All contributors are required to sign an ICLA if the contributions
planned are of a considerable size or are non-trivial.

Of course, the Committers/PMC can accept some patches at their
discretion.
I'm not going to ask for a CLA for a two line fix, but I will for a full
reimplementation.
