CB-5049 Create defaults.xml that contains platform config.xml defaults for
WP8

Moved config.xml to a new location to be consistent with other platforms
and follow default CLI workflow to produce config.xml.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/MSOpenTech/cordova-wp8 CB-5049-defaults.xml
