Yes, approval for any use which is clearly not related to a single vendor, e.g. a sticker with the logo and project URL should be approved quickly. One that has something vendor specific (e.g. a link to a non-asf domain) needs a more careful review.
The longer delay should be design and printing, not trademark approval. To point at the policy and claim that's why nobody has done the hard work is unfair. That being said we are reviewing trademark processes at present, if you experience unacceptable delays having a completed design approved please let us know.
