CB-8784 Prepare with no platforms should restore all platforms.
If `prepare` is called with no platforms specified, we prepare all
installed platforms but don't restore any from `config.xml`. In this scenario,
we should restore all platforms listed in `config.xml`.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/MSOpenTech/cordova-lib CB-8784
