CB-9542 Browser Proxy not defined correctly
Redefined to actually use the proxy instead of overwriting(clobbers) the
initial implementation.
Verified online/offline events fire.
Changed plugin.xml windows/windows8 to use 'runs' instead of incorrect
merges.target=""
