Docs Versioning
- Fixed formatting in English docs README and added instructions for
version-bumping docs
- Rewrote `incrementversion.js` script and added `version` and `newversion`
Gulp tasks
- Made `latest_docs_version` dynamic using the `_version.yml` file
(generated from `VERSION` file)
