I have pushed 2 cherry-picked commits to the 3.8.x [1] branch of cordova-wp8 wp8 is currently not available as a platform to cordova platform add wp8 on some unix based machines because to case-sensitivity issues with the use of the 'Q' module instead of the 'q' module
