Refactored the title prefix into a global prefix in _config.yml
No JIRA since this is just a refactor. Moves all the title prefixes into
the global _config.yml for consistency's sake and fixes a few page titles as
well (contribute was named plugins). Note that this also affects the titles in
#418
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/riknoll/cordova-docs global-title-prefix
